Why do the “As low as” prices for products match the price without the points discount, and the number of points using indicates “No Points”?

This display occurs on the Product Category listing page when a logged in customer’s point balance is less than the point amount specified in the Catalog Points Spending rule.  For instance, if the points spending rule offer customers a $10 discount for spending 1,000 points (as shown in the attached image), and the logged in customer has less than 1,000 points in their account, no discount can be applied.  Because the customer does not have enough points to spend, the display for the lowest price possible (“As low as price”) reflects no discount, and the point prediction indicates (using) “No Points”.
